The Proposal and Budget Development module in Kuali Coeus allows an implementing organization and its users to create a proposal from the ground up, for both Grants.gov and non-Grants.gov submissions. This module was introduced in 2008, and has been updated since then with valuable functionality, including:

- Workflow for proposal review and approval

- Create and maintain complex proposal hierarchies so that individually routed and created proposals can be linked together for aggregate submissions
- Questionnaire for investigator certification and for the PHS398 Research Training Budget
- New Grants.gov forms, including forms for the PHS398 Fellowship and Training Grants, Career Development Awards, and R&R Subaward Budgets
- Features to delete abandoned proposals, add attachments to a proposal enroute or rejected, add notes to a proposal enroute or in final status, and improvements in the Current & Pending Support reports
