The Effort Certification module of the Kuali Financial System generates electronic effort certification documents for personnel paid from contracts and grants. The system is integrated with KFS Labor Ledger and allows for a high degree of customization to meet Federal OMB Circular A-21 section J. 10. requirements for effort reporting on Federal grants and contracts.
Effort Certification Definition Process
Effort reporting types and periods can be setup to meet your institutions best practices for effort reporting. This includes flexibility for setting up groups based on pay groups, earn codes and object codes; and then setting up report types and periods for each group.
Effort Certification Extract
Extracts data from KFS Labor Ledger based on the effort certification definitions and parameters. Allows for review of the extracted data in a lookup screen or via data download.
Effort Certification Create
The creation process is batched from the KFS System Scheduler. The system then creates the effort certification documents and initiates them into workflow.
Outstanding Certifications by Chart/Org/Report
Allows lookups of outstanding certifications by Chart, Org, or Report. Shows current location in routing and outstanding approvers.
KFS Effort Certification Recreate
Recreate provides a method for a previously approved effort certification to be recreated as a new document so that further adjustments to effort can be made.
KFS Effort Certification Routing
Customizable to allow Project Directors, Fiscal Officers, and Ad Hoc Reviews to review and make changes to the effort certification document.
Integration with KFS Labor Ledger
Effort certification is integrated to utilize data from KFS Labor Ledger to create the reports. If changes in effort are made on the effort certification, a fully approved effort certification document will automatically create a KFS Labor Ledger Salary Expense Transfer to match the labor ledger accounting data to the change in effort. Finally, effort certification maintenance documents provide a setting for closing previously certified report periods to prohibit labor ledger salary transfers that affect completed effort certifications.
